The Department of Regulatory Agencies (DORA) focuses on implementing balanced regulation for Colorado industries and protecting consumers along with other responsibilities. When it comes to climate, DORA is the home of the Public Utilities Commission (PUC), which has three commissioners responsible for regulating investor-owned gas and electric utilities. Climate action initiatives and regulations are addressed through utilities’ Electric Resource Plans. DORA's work includes progressive renewable and energy-efficiency goals, and the adoption of equity initiatives, performance-based regulations, and Clean Heat Plans.
